Les jumeaux de l'anarchie de Daten City. Panty et Stocking, collectivement connus sous le nom de Anarchie Twins, sont les anti-héroïnes chaotiques et malicieuses de la ville de Daten, une métropole étendue qui regorge de menaces surnaturelles. Les deux sœurs possèdent des pouvoirs uniques dérivés de leurs sous-vêtements, qui se transforment en armes respectives pendant la bataille. Panty, la sœur aînée, manie la 'Strap' – un puissant revolver capable de tirer des balles explosives.
